Document Description
The proposed action is to amend the Report of Facility Information (RFI) for the existing EDCO Recycling facility. The Amendment includes updates to the identification number listed in the SWFP and SWPPP, the correction of page references and date inconsistencies, the addition of missing SWFP pages in Appendix G, updates to the County department name, and the inclusion of Organic Waste Recovery Efficiency Requirements and Emergency Land Application Requirements.

Reasons for Exemption
The Report of Facility Information amendment process is defined and authorized by 27 CCR, Division 2, Chapter 4, Article 3, Section 21665(c). As specified in Section 21665(c)(1), the LEA finds that the changes being requested are exempt from the requirements of CEQA pursuant to 14 CCR, Chapter 3, Article 5, Section 15061(b)(1) because the project approval is a ministerial action and is statutorily exempt per Section 15268 of the CEQA Guidelines.
