Document Description
On December 17, 2025, the Laguna Woods City Council ratified the City Manager’s submittal of a proposal to the County of Orange requesting $500,000 in Community Development Block Grant (CDBG) funds under the Fiscal Year 2026-27 Public Facilities & Improvements grant program (County of Orange RFA #012-000089-NC) to support the “Pedestrian Accessibility Improvement Project: Phase 10”, which generally consists of:
• A $250,000 primary project involving the reconstruction of two driveway crossings (one on Moulton Parkway generally south of the Mobil Station and one on Moulton Parkway south of The Coffee Bean and Tea Leaf before Laguna Country United Methodist Church); and
• A $250,000 waitlist/expanded scope project involving the installation of two new safety lights at two intersections (El Toro Road/Canyon Wren Lane and El Toro Road/Calle Corta).
The Laguna Woods City Council also adopted Resolution No. 25-43 titled:
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LAGUNA WOODS, CALIFORNIA, RATIFYING THE SUBMITTAL OF A PROPOSAL TO THE COUNTY OF ORANGE FOR COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) FUNDS, PROSPECTIVELY ACCEPTING THE AWARD OF SUCH CDBG FUNDS, MAKING RELATED AUTHORIZATIONS RELATED TO THE FISCAL YEAR 2026-27 PUBLIC FACILITIES & IMPROVEMENTS GRANT PROGRAM (COUNTY OF ORANGE RFA #012-000089-NC), AND DETERMINING AND CERTIFYING THAT THE SUBMITTAL OF A PROPOSAL AND ACCEPTANCE OF THE AWARD OF FUNDS IS EXEMPT FROM THE CALIFORNIA ENVIRONMENTAL QUALITY ACT
The City Council’s actions allow the City to compete for CDBG funding under the Fiscal Year 2026-27 Public Facilities & Improvements grant program (County of Orange RFA #012-000089-NC) to support the “Pedestrian Accessibility Improvement Project: Phase 10.”
The Pedestrian Accessibility Improvement Project: Phase 10 is included in the City’s Fiscal Years 2025-37 Capital Improvement Program and is intended to improve the ease and safety of pedestrian travel, while also promoting compliance with the federal Americans with Disabilities Act of 1990, Architectural Barriers Act of 1968, and Rehabilitation Act of 1973.
The improvements included in the Pedestrian Accessibility Improvement Project: Phase 10 are also called for in the General Plan Housing Element as part of Goal H-3 (Administer housing and community development programs and activities in a manner to affirmatively further fair housing for all persons) and Policy Objective H-3.1 (Enhance access to housing).

Reasons for Exemption
The project has no possibility of having a significant effect on the environment. The action relates only to the submittal of funding proposals and prospective acceptance of the award of funds. The action would not authorize any construction nor physical change or improvement. The environmental review of potential future projects, were funding to be received, would occur during those project design and development processes. Therefore, the submittal of funding proposals and prospective acceptance of the award of funds is not a project subject to the California Environmental Quality Act (“CEQA”) pursuant to sections 15378(b)(4) and 15061(b)(3) of Title 14 of the California Code of Regulations.
