Document Description
Project Description:
The District proposes to develop an approximately 80-acre recharge facility known as the London West Pond located northwest of the community of London in Tulare County. The proposed Project would be situated immediately to the west of the existing London Pond recharge facility. The new 80-acre basin would consist of several cells and would connect to the existing Kennedy Schoolhouse Ditch pipeline. The pipeline would be replaced with an open ditch through the site. The proposed Project also includes a diversion, or spillway, on the east side of the property to allow for spill to the existing London Pond recharge facility. There are two existing wells on the Project site that would be available for use as recovery or monitoring wells.
Construction:
Construction of the recharge facility would be completed over approximately six months, with construction beginning in the spring of 2026. The Project site would be cleared of the existing stone fruit crops located in the northern and southern portions of the site. Construction equipment would likely include the following:
• Excavators,
• Bulldozers,
• Skid steers,
• Dump trucks,
• Loaders,
• Concrete pump truck,
• Graders, and
• Water truck.
Post-construction activities would include system testing, commissioning, and site clean-up. Construction would require temporary staging and storage of materials and equipment. Staging areas would be located onsite.
Operation and Maintenance:
The District’s operation of the new recharge facility would be consistent with the District’s other similar facilities in that groundwater conditions would be monitored to minimize negative impacts on the surrounding areas (such as nearby wells, crops, and septic systems). Maintenance would be on an as needed basis.
