Document Description
The project proposes to remove the existing suspended platform and gangway, and to replace it with a 3x24 ft gangway and 25x26 ft floating dock with boat slip. Four existing pilings will be retained and two (2) six-inch metal pilings would be installed into the lakebed. No holes will be augured or dug all pilings will be installed using a hammer to drive them directly in the lakebed.
Construction is anticipated to take approximately two days. All construction activities will be performed in the lake with the use of our pontoon boats and barge. All loading of materials and boat launching will take place at Clearlake Ave. in Lakeport. All staging with either take place at construction yard located at 1624 Parallel Dr, Lakeport, or on the barge at the job site. No trees or vegetation would be removed for this project.

Reasons for Exemption
A Categorical Exemption under Section 15302, Replacement or Reconstruction, of the CEQA Guidelines is applied to this project, as it consists of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced.
The Habitat Evaluation that was prepared by the County’s Water Resources Department, notes that no tules or other sensitive vegetation exist on-site. According to the CA Dept. of Fish and Wildlife’s (CDFW) California Natural Diversity Database, there are no known documented occurrences of special status species or habitat on the project site. However, the applicant will obtain a Lake and Streambed Alteration Agreement from CDFW and all lakebed disturbance would take place between October 15 and December 31 to protect the Clearlake hitch, unless otherwise approved by CDFW. The County is unaware of any significant tribal cultural resources on-site, but has included the local Native American Tribes during the application process to provide any relevant information related to such resources; no information related to the project impacting such resources has been received.
In accordance with California Code of Regulations, Title 14, Division 6, Section 15300.2, there would be no cumulative impacts related to the project; there are no known unusual circumstances that would have a significant effect on the environment; the project would not be located within an officially designated state highway; no trees, rock outcroppings or historic buildings would be removed or damaged; and there are no hazardous waste sites within 1,000 feet of the project site. Based on the aforementioned, the Lake County Community Development Department has determined that the project will not have a significant effect on the environment and is, therefore, exempt from the provisions of CEQA.
