Document Description
On October 8,2025, the California Coastal Commission conditionally approved Ordinance No. 4640, which consists of amendments to the Ventura County Coastal Zoning Ordinance (CZO) pertaining to transitional and supportive housing, residential care facilities, density bonus, and reasonable accommodations (collectively, the CZO Amendments), subject to the following suggested modifications: . Modification to CZO Section 8175-5.22.3.1 to change the required permit for supportive housing projects that qualify as a use by right from a Zoning Clearance to a ministerial Coastal Development Permit (CDP), approved by the Planning Director, without a public hearing; and to require consistency with the objective requirements of the Local Coastal Program. . Modification to CZO Section 8175-6.2 to remove a provision that would have prohibited the waiver, reduction or modification of specific coastal resource protection development regulations, unless othen ruise required by state law. . Modifications to Article 11 of CZO to revise Section 8181-9.5 to address appeals of supportive housing applications to the Coastal Commission, and to add a new Section 8181-1 5 to address procedures for ministerial CDPs for supportive housing. On December 16, 2025, the Board of Supervisors adopted a resolution acknowledging receipt of, accepting, and agreeing to the Coastal Commission's suggested modifications and adopted the CZO Amendments, as modified. The Board-adopted ordinance is available online on the County's website at: https://cobpublic.venturacountv.qov/documents/Ordinances/County%o20o9/o20Ventura/ 46,6.pdf The CZO Amendments, as modified, shall become effective and operative 30 days after adoption by the Board of Supervisors, or upon certification by the California Coastal Commission, whichever is later.

The CCC's regulatory program for LCPs has been certified by the Natural Resources Agency as the functional equivalent of CEQA review. Therefore, the proposed CZO amendments are exempt provided the CCC ultimately finds them consistent with the Coastal Act.
