Document Description
The project consists of but not limited to, asphalt concrete pavement cold milling and repaving. The work also includes, but is not limited to, traffic control, adjusting utility manholes and water valves to grade, re-establishing survey monuments, painting striping and legends, applying pavement markings, and installing new illuminated street name signs and vehicle traffic signal heads. The project is part of the Fiscal Years 2024-34 Pavement Management Plan to extend the useful life and improve the quality of pavement on street sections rated at a Pavement Condition Index (“PCI”) below 80. Ongoing pavement management helps to minimize the prolonged and more impactful work that typically accompanies projects involving significantly degraded pavement. As of October 2023, the specified street section in Laguna Woods had a blended PCI of 81.6 for all segments; the lowest segment PCI was 77. By repairing, replacing, and maintaining deteriorated infrastructure, the project will facilitate better management of the public right of way and protect public health, safety, and welfare.

Reasons for Exemption
The project is categorically exempt from the California Environmental Quality Act (“CEQA”) pursuant to California Code of Regulations, Title 14 (the State CEQA Guidelines) Section 15301 (Class 1, Existing Facilities). Section 15301 exempts from environmental review the “the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use.” Subsection (c) of Section 15301 provides the following as non-exclusive examples of types of “existing facilities”: “Existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails, and similar facilities (this includes road grading for the purpose of public safety, and other alterations such as the addition of bicycle facilities, including but not limited to bicycle parking, bicycle-share facilities and bicycle lanes, transit improvements such as bus lanes, pedestrian crossings, street trees, and other similar alterations that do not create additional automobile lanes).” Subsection (d) of Section 15301 provides the following as non-exclusive examples of types of “existing facilities”: “Restoration or rehabilitation of deteriorated or damaged structures, facilities, or mechanical equipment to meet current standards of public health and safety, unless it is determined that the damage was substantial and resulted from an environmental hazard such as earthquake, landslide, or flood.” Subsection (f) of Section 15301 provides the following as non-exclusive examples of types of “existing facilities”: “Addition of safety or health protection devices for use during construction of or in conjunction with existing structures, facilities, or mechanical equipment, or topographical features including navigational devices.” The project consists only of repair, maintenance, and minor alteration work within the City of Laguna Woods’ and City of Laguna Hills’ public right-of-way for an existing public street and arterial highway (Santa Maria Avenue). The project does not expand the existing or former use of Santa Maria Avenue. The deterioration that the project seeks to address is not the result of an environmental hazard such as earthquake, landslide, or flood. The project is designed substantially consistent with the California Manual of Uniform Traffic Control Devices, which constitute current standards of public safety. The project includes traffic control for the safety of the general public and workers during construction, as well as the addition of painted striping and legends, pavement markings, illuminated street name signs, and vehicle traffic signal heads that will serve public safety purposes in conjunction with the use and operation of Santa Maria Avenue. Based on the scope of work, the project meets the criteria for Class 1 categorical exemption.
