Document Description
The project proposal is to divide a single five (5) acre parcel into two (2) parcels, including a 2.32-acre parcel (Proposed Parcel A) and a 2.68-acre parcel (Proposed Parcel B). The existing five (5) acre parcel contains a single-family residence, four (4) appurtenant structures, and two (2) shipping containers (CONEX) used for storage. Each of these structures would remain on Proposed Parcel A, maintaining the existing driveway access connecting to El Verano Avenue. Proposed Parcel B would be accessed via a branch off from the current driveway, ending in a hammerhead turnaround at the new boundary line between Proposed Parcel A and Proposed Parcel B.

Section 15183 (PRC Section 21083.3), provides that projects which are consistent with the development density established by zoning, community plan, or general plan policies for which an environmental impact report (EIR) has been certified "shall not require additional environmental review, except as might be necessary to examine whether there are project-specific significant effects which are peculiar to the project or its site ."
