General Plan Amendment No. 151 would update the city’s Truck Route Map (Figure 5-7) in the 2035 General Plan to make the following changes: add a segment of Mountain View Avenue from I-10 to North City boundary; add a segment of Marigold Avenue from San Bernardino Avenue to Palmetto Avenue, add a segment of California Street from San Bernardino Ave. to Palmetto Avenue; add a segment Palmetto Avenue from Marigold Avenue to Alabama Street, add a segment of West San Bernardino Avenue from California Street to Alabama Street, plus the I-210 underpass, add a segment of Almond Avenue from California Street to Alabama Street, add a segment of Kansas Street from West State Street to Park Avenue; delete a segment of Nevada Street from West Lugonia Avenue to Citrus Avenue; delete a segment of West Park Avenue west of Alabama Street; delete a segment of Citrus Avenue west of Alabama Street; delete a segment of Orange Avenue west of Alabama Street; delete a segment of Alabama Street from Citrus Avenue to Barton Road; delete a segment of San Timoteo Canyon Road from Barton Road to City boundary; delete a segment of Tennessee Street/ South San Mateo Street south of Citrus Avenue to West Cypress Avenue; delete a segment of San Bernardino Avenue east of I-210 underpass to Orange Street; delete a segment of Texas Street/ South Center Street south of San Bernardino Avenue to West Cypress Avenue; delete a segment of West Cypress Avenue from South San Mateo Street to South University Street; delete a segment of Orange Street/ Cajon Street / Garden Street from Pearl Street to Elizabeth Street; delete a segment of East Citrus Avenue from Orange Street to South University Street; delete a segment of Judson Street/ Ford Street from Santa Ana River Wash to 5th Avenue and loops from South Wabash Avenue to East Citrus Avenue; and delete a segment of North Wabash Avenue from the northern City boundary to East Lugonia Avenue.

The proposal is exempt from environmental review in accordance with Sections 15061(b)(3), 15308, and 15378(b)(5) of the California Environmental Quality Act Guidelines. Pursuant to Section 15378(b)(5) of the California Environmental Quality Act (“CEQA”), this proposal is an organizational or administrative activity of the City that will not result in direct or indirect physical changes in the environment, and therefore not a project. Additionally, pursuant to CEQA Guidelines Section 15061(b)(3), this proposal is exempt from CEQA review because there is no possibility that the general plan amendment (to Figure 5-7, Truck Routes) may have a significant effect on the environment, insofar as it would provide a modified truck route map for certain warehouses and logistics distribution facilities in Redlands. No construction, development, or ground disturbance of any kind is proposed with this action.
Furthermore, even if the proposal is considered a project, the proposed general plan amendment is categorically exempt under CEQA Guidelines Section 15308 (Actions by Regulatory Agencies for Protection of the Environment), because it is clear that it will not create an environmental impact and the action will assure the maintenance, enhancement, or protection of the environment through the adoption of State-imposed regulations on truck routes for certain warehouses and logistics distribution facilities. Accordingly, no further environmental review is necessary.
