The City of San Diego conducted an environmental review which determined that the project meets the categorical exemption criteria set forth in CEQA State Guidelines, Section 15303(d) New Construction or Conversion of Small Structures, which allows for the construction ad location of limited numbers of new structures, and Section 15304(f) Minor Alterations to Land, which allows for minor public alterations in the condition of land including minor trenching and backfilling where the surface is restored; and where the exceptions listed in Section 15300.2 would not apply.
