Document Description
Atlantic Avenue Park is a 2-acre pocket park located at 570 South Atlantic Boulevard in the unincorporated community of East Los Angeles-Southeast. According to the 2016 Los Angeles Countywide Parks Needs Assessment, the Park is located within a community identified as having a very high level of park need. The Park is within one-quarter mile of two elementary schools and Garfield High School and serves residents
of the surrounding communities of Montebello and Commerce.
Opened in 1929, Atlantic Avenue Park features a historic central obelisk dedicated to veterans of American wars, as well as recreational amenities including a pool and pool house, a playground for children ages 2 to 5, a splash pad, picnic areas, and a fitness area. Several park features, including playground safety surfacing, splash pad surfacing, shade structures, site furnishings, and fencing, are worn and in need of
refurbishmer.
The proposed Atlantic Avenue Surfacing Improvements Project would replace playground safety surfacing, refurbish splash pad surfacing, repair shade structures, replace site furnishings, and renovate related amenities. The project would address long-standing deferred maintenance needs and improve overall safety and functionality at the Park.

Reasons for Exemption
The proposed Atlantic Avenue Surfacing Surfacing Improvements Project is categorically exempt from CEQA. The Project, which includes replacing playground safety surfacing; refurbishing the splashpad area, and remodeling related amenities, is within certain classes of projects that have been determined not to have a significant effect on the environment in that it meets the criteria set forth in sections 15301 (d) and 15302(c) of the State CEQA Guidelines and Classes 1 (c) and 2(e) of
the County’s Environmental Document Reporting Procedures and Guidelines, Appendix G. The Project provides for restoration or rehabilitation of deteriorated or damaged structures, facilities, or mechanical equipment to meet current standards of public health and safety, and replacement or reconstruction of existing structures and facilities involving negligible or no expansion of capacity.
