Document Description
Saybrook Park is a 4.8-acre neighborhood park located at 6250 East Northside Drive, in the unincorporated community of East Los Angeles-Southeast. According to the 2016 Los Angeles Countywide Parks Needs Assessment, the Project is in an area experiencing a very high park need. Saybrook Park also serves many nearby communities experiencing moderate to very high park needs. Saybrook Park is located adjacent to Montebello Park Elementary school and within Southern California Edison right of way. The park opened in 1974 with an activity building, outdoor play area, and outdoor recreation facilities including a tennis court, basketball court, ball field, walking paths, and a parking lot. The park also has two picnic areas, a fitness equipment area and numerous shade trees. The walking paths, parking lot and fitness equipment are worn and in need of renovations, while many o'f the park amenities lack shade. During LA County Parks' annual 2025 September community meetings, information on the Project was shared on-site with the public. This proposed Project addresses long-standing deferred maintenance needs at the facility. The proposed Project will renovate the existing pathways, parking lot and fitness zone; upgrade existing lighting to LED; provide shade elements; upgrade signage; and remodel related amenities.

Reasons for Exemption
The proposed Saybrook Park Paving, Lighting and Equipment Improvements Project is categorically exempt from CEQA. The Project, which includes renovating the existing pathways and the parking lot; replacing fitness equipment; providing shade elements; and remodeling related amenities, is within certain classes of projects that have been determined not to have a significant effect on the environment in that it meets the criteria set forth in sections 15301 (d), 15302(c), 15303(e) and 15304(a) of the State CEQA Guidelines and Classes 1 (c), 2(e), 3(b) and 4(a) of the County’s Environmental Document Reporting Procedures and Guidelines, Appendix G. The Project provides for restoration or rehabilitation of deteriorated or damaged structures, facilities, or mechanical equipment to meet current standards of public health and safety; replacement or reconstruction of existing structures and facilities involving negligible or no expansion of capacity; construction of small structures, and minor alterations to land which will not involve the removal of healthy, mature and scenic trees
