Document Description
The proposed project (Project) will construct an outdoor classroom by dividing the existing playground area into distinct activity areas with paving, new playground matting and equipment, and landscaping. The project will also provide new HVAC units, roofing, exterior painting of the Children’s Center and Modular Classroom Building, and necessary upgrades to the fire alarm system and utilities. The Board of Education approved the Project’s budget of $8,014,646 on May 7, 2024. Minor work will include improvements to ensure compliance with local, state, and federal requirements including those of the American with Disabilities Act (ADA), Division of State Architect (DSA), and Department of Toxic Substances Control (DTSC). The proposed Project will establish nurturing, nature-based outdoor spaces that support whole—child development and learning, as well as address early education facilities needs that are necessary to improve student health, safety, and educational quality. The Project will be implemented per all applicable local and State regulations, as well as all District Standards and Specifications, such as those provided in LA Unified’s Program Environmental Impact Report for the School Upgrade Program (Program EIR and Subsequent PEIR). The Project will not cause an increase in student capacity or enrollment and would not result in an increase in the intensity of use. The beneficiaries of the Project include students and staff at each of the respective schools and the community at large who may request access to the facilities and grounds of each Campus pursuant to the Civic Center Act (CA Ed. Code Sections 38130 - 38139).

The Westminster Avenue Early Education Outdoor Classroom and Campus Upgrade (Project) is located at 1010 Main Street in the Venice neighborhood of the City of Los Angeles. It is bound by Abbott Kinney Boulevard to the north and east, Westminster Avenue to the south, and Main Street to the west. The Project will occur on the approximately 0.76-acre Westminster Avenue Early Education Center (Westminster EEC or Campus). The Campus is located in a highly-urbanized community primarily consisting of residential, commercial, and recreational uses and is adjacent to the Westminster Avenue Elementary Math/Tech/Env Studies Magnet School.

Reasons for Exemption
Section 15301 Existing Facilities Class 1 consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency's determination. The Project will construct an outdoor classroom by dividing the existing playground area into distinct activity areas with paving, new playground matting and equipment, and landscaping. The Project will also provide new HVAC units, roofing, exterior painting of the Children’s Center and Modular Classroom Building, and necessary upgrades to the fire alarm system and utilities. All proposed Project components will involve minor alterations and will occur within areas occupied by existing facilities at the Project sites. The Project components will not present a new or expanded use of the Project sites. Therefore, the Project fulfills the requirements of CEQA Guidelines Section 15301. Section 15304 — Minor Alterations to Land Class 4 consists of minor public or private alterations in the condition of land, water, and/or vegetation which do not involve the removal of healthy, mature, scenic trees except for forestry and agricultural purposes. The Project will construct an outdoor classroom by dividing the existing playground area into distinct activity areas with paving, new playground matting and equipment, and landscaping. The Project will also provide new HVAC units, roofing, exterior painting of the Children’s Center and Modular Classroom Building, and necessary upgrades to the fire alarm system and utilities. The scope of work includes removal of seven non-protected trees. Therefore, the Project fulfills the requirements of CEQA Guidelines Section 15304.
