Document Description
The proposed Project is located at 18150 Pathfinder Road, in the unincorporated community of Rowland Heights. According to the 2016 Los Angeles Countywide Parks Needs Assessment, the proposed Project is located in a community that has a moderate park need. Pathfinder Park also serves many communities in the East San Gabriel Valley experiencing moderate to high park need including unincorporated Bassett-West Puente Valley.
Pathfinder Community Regional Park was dedicated in 1997. The 29-acre park is situated on a canyon slope with amenities on two tiered levels. The lower tier includes the Rowland Heights Community Center, tennis courts and basketball courts. The upper tier features the original community building surrounded by park amenities including a children's play area, splash pad, fitness zone, group picnic area, and ball fields. No significant renovations to the original community building have been completed since construction in the late 1990s and the roof and HVAC systems have outlived their useful lives. During LA County Parks' 2025 annual September community meetings, information about the Project was shared on-site with the
public. This proposed Project addresses long-standing deferred maintenance needs at the facility. The proposed Project will replace the clay tile roof with asphalt shingle roofing; repair and replace HVAC components; repaint a shade structure; upgrade existing lighting; renovate flooring; and remodel related amenities.

Reasons for Exemption
The proposed Pathfinder Park Roofing and General Improvements Project is categorically exempt from the CEQA. The Project, which includes replacing the clay tile roof with asphalt shingle roofing; repairing and replacing HVAC components; repainting a shade structure; upgrading existing lighting; renovating flooring; and remodeling related amenities, is within certain classes of projects that have been determined not to have a significant effect on the environment in that it meets the criteria set forth in sections 15301 (d), and 15302(c) of the State CEQA Guidelines and Classes 1 (c) and 2(e) of the County’s Environmental Document Reporting Procedures and Guidelines, Appendix G. The Project provides for restoration or rehabilitation of deteriorated or damaged structures, facilities, or mechanical equipment to meet current standards of public health and safety, and replacement or
reconstruction of existing structures and facilities involving negligible or no expansion of capacity.
