Document Description
The Proposed Action is an Easement Acquisition Agreement with Los Angeles County Metropolitan Transportation Authority for a series of easements on UCLA’s Parking Lot 36 located on campus at the northeast corner of Veteran Avenue and Wilshire Boulevard. The proposed temporary easement will allow continuation of Metro’s use of UCLA property as a construction staging and laydown area, while the permanent easement will be used for long-term operation of the new Metro Line D Westwood/UCLA station portal and plaza.

Reasons for Exemption
Los Angeles County Metropolitan Transportation Authority certified an Environmental Impact Statement/Environmental Impact Report (EIS/EIR) in May 2012 and an associated Addendum in June 2018 for the Metro D Line Subway Extension Project, which assumed use of the subject property during construction and future operation of the Westwood/UCLA station. Having reviewed and considered the EIS/EIR and Addendum, the University finds and determines that adequate environmental analysis and information is provided to support the University’s granting of the requested easements. On a separate and independent basis, the easements are categorically exempt under CEQA Guidelines Section 15301, Existing Facilities, and, specific to the temporary easement, Section 15304, Minor Alterations to Land.
