Document Description
The purpose of the amendments is to achieve consistency with the adopted Mill District Specific Plan and the 6th cycle Housing Element or the Fortuna General Plan,
and lo implement Programs of the City's adopted Housing Element.
The amendments implement Housing Element programs to achieve compliance with state law and promote fair and equal housing opportunities but do not involve any physical changes with the potential to create an adverse effect on the environment. It can be seen with certainty that there Is no possibility that the amendments may have a significant effect on the environment. The amendments will align the FMC with General Plan Housing Element policies and programs and state law.

Reasons for Exemption
1) When the City Council adopted Resolution 2025-03 in February 2025, the Council round that the processing and approval of the amendments to the Zoning Map in compliance with the requirements of CEQA; 2) the amendments to the Zoning Regulations intend to satisfy the requirements of paragraphs (3) and (5) of GC § 65582 (c), which are identified as Programs H-12 and H-18 in the City's approved and certified 2019-2027 Housing Element (HE); Programs H-12 and H-18 are thereby scheduled programs of action; and 3) the amendments implement HE programs to achieve compliance with state law and promote fair and equal housing opportunities but do not involve any physical changes with the potential to create an adverse effect on the environment. It can be seen with certainly that there is no possibility that the amendments may have a significant effect on the environment. The amendments will align the Fortuna Municipal Code with General Plan HE and state law.
