Reasons for Exemption
The ordinance to prohibit the cultivation of industrial hemp in all zones is covered by the commonsense exemption. It can be seen with certainty that there is no possibility the ban on the cultivation of industrial hemp will have a significant effect on the environment. The ordinance will prohibit cultivation, reducing the environmental impacts of industrial hemp cultivation. The County has no evidence that the ban will result in the cultivation of crops that have a greater environmental impact than industrial hemp farming, or that it will displace the impacts of industrial hemp farming to areas outside the County where it is allowed.
