Document Description
The County of Riverside Transportation Department is proposing to resurface approximately 6,300 feet of Buck Rd/Warren Rd. The project starts on the southern end at the intersection of Buck Rd. and Rancho California Rd., as the road bends to the north it changes to Warren Rd. The project ends on the north end at the intersection of Warren Rd. and Borel Rd. Buck Rd./Warren Rd. is a two-lane, 26 foot wide road, classified as a Mountain Arterial in the County of Riverside’s General Plan. The proposed work will consist of grinding in place the existing Asphalt Concrete (AC) pavement, perform moisture conditioning and recompacting of existing material, and pave with Hot Mix Asphalt.
The proposed project will also include:
• Reconstruction of AC dike
• Partial pavement resurfacing of abutting streets
• Construction of AC driveways
• Placement of safety edge and shoulder backing
• Utility valve can adjustments
• Re-striping of roadway, including pavement markers/reflectors
• Salvage/removal of existing signs and installation of new signs
The project improvements will be within the existing footprint of the roadway and will not raise the roadway profile. No additional right-of-way or Temporary Construction Easements will be required to construct the proposed improvements.

Reasons for Exemption
Safety and maintenance improvements on Buck/Warren Road will be conducted by the County of Riverside Transportation Department who is a permittee as defined by the Western Riverside Multi-Species Habitat Conservation Plan (WRMSHCP). The proposed improvements occur within the WRMSHCP Criteria Area and Section 7.3.4 (Existing Roads within Criteria Cells) states that necessary operation and maintenance activities such as grading existing dirt roadways, curbs/gutters/sidewalks, roadway widening and resurfacing conducted for safety purposes are considered covered road maintenance activities and do not require compliance with other WRMSHCP plan requirements, such as riparian/riverine (Section 6.1.2) and species survey requirements (Sections 6.1.3 and 6.3.2). These covered activities are subject to compliance with Appendix C – Best Management Practices of the WRMSHCP.”
If tree and/or vegetation removal takes place during the migratory bird breeding season (February 1 – September 1), a preconstruction nesting survey will be conducted pursuant to the Migratory Bird Treaty Act of 1918 and California Fish and Game Codes Section 3503, 3503.5, 3513, and 3800.
The County of Riverside Transportation Department has found that the above-described project is exempt from the provisions of the California Environmental Quality Act, based on the following:
Section 15301 (c) – Existing Facilities – The proposed project of grinding existing pavement and repaving with asphalt concrete is consistent with Categorical Exemption 15301 (c) which exempts existing highways and streets, sidewalks, gutters, bicycle and pedestrian trail, and similar facilities (this includes road grading for the purpose of public safety). Furthermore, the project does not create additional automobile lanes and involves minimal to no expansion of use of the existing roadway and associated facilities.
