Highpointe Communities, LLC (Applicant) proposes Tentative Tract Map Number 38757 (TTM No. 38757) for Hallberg Ranch (“Project”) to subdivide twelve (12) existing parcels totaling approximately 120.13 acres for the development of up to 487 residential lots (note that the Project analysis allows for up to 490 single-family residential lots). The site is located in unincorporated Riverside County and is designated Medium Density Residential (MDR, 2–5 dwelling units per acre (du/ac)) within the Harvest Valley/Winchester Area Plan. A Zone Change (CZ2500017) is proposed to change the existing zoning designation from R-R (Rural Residential) to R-4 (Planned Residential) for the development area. TTM No. 38757 includes a 10.43-acre remainder parcel (APN 466-320-009). Based on a net developable area of 109.7 acres (excluding the 10.43-acre remainder parcel), the proposed development would result in a residential density of approximately 4.47 du/ac (490 units divided by 109.7 acres). The Project site is bounded by Craig Avenue to the north, Leon Road to the west, Eucalyptus Road to the east, and Andover Lane to the south.
