Reasons for Exemption
The preferred Citywide Land Use Map and associated Land Use Designation
Standards is exempt pursuant to Section 15061(b)(3) as it is an administrative activity that has no potential for resulting in physical change in the environment through the approval of the preferred Citywide Land Use Map. In addition, the map will be analyzed through the preparation and certification of an Environmental Impact Report
that fully disclosed and evaluates environmental impacts as a result of the General Plan Update. Approval of this project provides a basis for completing the environmental review associated with the General Plan Update project.
The current approval does not have legally binding effects on later activities. Therefore, the project is exempt under Section 15262 Feasibility and Planning Studies.
