Document Description
The Stone Beetland 69kV Project (Project) consists of upgrading existing lower voltage lines to 69kV and constructing new 69kV lines along the perimeter of the Stone Beetland development project. Approximately 0.55 mile of existing 12kV overhead line located along the northern boundary of the development project will be upgraded with taller, stronger poles and 69kV circuit. Along the western boundary of the development project, approximately 950 feet of new overhead 69kV line will be installed which will include approximately 3 new wood or metal poles. The Project will tie into existing 69kV lines on Cosumnes River Boulevard and is needed to enhance the reliability of the electric system across the region, improve the operational flexibility of the electric system and accommodate future load growth. Construction activities will occur during daylight hours. Construction is expected to begin March 2026 and be completed by July 2026.

Section 15301 applies to projects that consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. Section 15302 states that "Class 2 consists of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced..." Section 15303 applies to construction of limited numbers of new, small facilities or structures..." The Project will consist of altering existing 12kV overhead lines by reconstructing new taller, stronger poles in their, constructing approximately 3 new poles and stringing new 69kV overhead circuit. Therefore, no further environmental review is required.
