Document Description
The Wiseburn Unified School District proposes to develop a sports complex on a vacant, 4.9-acre property located south of 135th Street and east of South Aviation Blvd. Improvements include a soccer field, a baseball field, a softball field, two batting cages, two buildings with concessions and boys' and girls' restrooms, and 33 off-street parking spaces. The Project would require the demolition of existing facilities and relocation of an alternative education program. The proposed recreation facilities would be used for existing District sports programs and by community organizations including Little League Baseball, National Federation of High School Softball, and youth soccer.

Reasons for Exemption
The Categorical Exemption Evaluation Report documents the eligibility of the Wiseburn Unified School District’s 135th Street and Aviation Boulevard Sports Complex Project to be exempt from expanded environmental review, pursuant to the California Environmental Quality Act (CEQA) under California Public Resources Code Section 21084 and California Code of Regulations, Title 14 (CEQA Guidelines) Sections 15061(b)(2) and 15300 et seq. Staff, in conjunction with the District's environmental consultant, determined that the Project can be categorically exempt from extended environmental review under CEQA Guidelines Sections 15332 (In-Fill Development Projects) and prepared an environmental evaluation of the Project. The evaluation demonstrated that the Project meets the requirements of a Class 32, Infill-Development Project Categorical Exemption: 1) the Project is consistent with the allowed uses in the City of Hawthorne land use designation and zoning for the property, 2) the Project size is less than five acres, 3) the Project site does not have habitat for endangered, rare, or threatened species, 4) the Project would not result in significant effects related to traffic, noise, air quality, or water quality, and 5) the Project site can be adequately served by all required utilities and public services. The evaluation further determined that no exceptions identified in CEQA Guidelines 15300.2 apply to the exemption.
