Document Description
The Department of Cannabis Control, pursuant to authority granted under Business and Procession Code Division 10, Chapter 2, Section 26012, approved a Cannabis License submitted on 05/08/2025, by Carlos Arias. Carlos Arias applied for one Small Mixed-Light Tier 2 Cultivation License in a greenhouse building for the cultivation of cannabis. The Project will consist of cannabis cultivation utilizing a ~110,000-square-foot commercial greenhouse building of an existing facility. No building exterior changes or addition to building square footage are proposed. The operation will utilize electricity from the grid and water from a retail water supplier.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is a Class 1 Categorical Exemption project. Class 1 Categorical Exemptions consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations to existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. The project site does not propose any expansion and was formerly used for agricultural use. The Project site is developed due to existing cannabis cultivation operations; no native vegetation and environmentally sensitive habitats are present on-site.
