Document Description
Hot Spot Broadband Inc. (DBA Sky Fiber Internet) proposes to install fiber optic infrastructure within the California Department of Transportation’s (Caltrans) right of way along U.S. 395 in Lassen County at post mile (PM) 14.33. Work would include installing approximately 47 linear feet of (1) 4-way microduct and (1) 144ct fiber from an existing box on the east side of U.S. 395, south of the intersection with North Red Rock Road, to the right of way boundary. Caltrans will issue an encroachment permit (02-25-6-BB-0561) to allow the proposed improvements to occur within the right of way. Microduct and fiber will continue southeast along North Red Rock Road and be permitted through BLM.

The California Department of Transportation has determined that the project is categorically exempt in accordance with Section 15304 (Minor Alterations to Land) Class 4 (f) – Minor trenching and backfilling where the surface is restored. Class 4 consists of minor public or private alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees except for forestry or agricultural purposes. The project would not have a significant effect on the environment.
