Document Description
The California Department of Fish and Wildlife (CDFW) has executed Streambed Alteration Agreement No. EPIMS-SDO-55271-R5, pursuant to Section 1602 of the Fish and Game Code to the City of Oceanside. The project is limited to debris removal, invasive and non-native vegetation removal, channel enhancement and bank stabilization, native revegetation, and upland restoration. The project will also remove an unregulated trail network from the riparian area and establish a formal trails and recreational area outside of the riparian corridor. The project intends to restore and enhance 6.72 acres (4.79 acres of stream habitat) of southwestern willow riparian forest, southern willow scrub, southern coast live oak riparian forest, mule fat scrub, and Diegan coastal scrub.

Reasons for Exemption
On September 18, 2024, the City of Oceanside, the Lead Agency, determined that the project is Statutorily Exempt pursuant to Public Resources Code section 21080.56. Per the Public Resource Code section 21080.56, the Lead Agency determined that the project meets certain qualifying criteria set forth in subdivisions (a)to (d), inclusive. As a result, CDFW, acting as a Responsible Agency, is bound by the Lead Agency’s determination that the Project is exempt from CEQA.
