General Plan Amendment No. 2023-01, adopting the 6th Cycle (2023-2031) Housing Element, is a "common sense" exemption under CEQA Guidelines Section 15061(b)(3) because the project involves policies, programs, and actions to meet the City's RHNA allocation that would not have the potential to cause a significant physical effect on the environment.
