Document Description
The District proposes to demolish all 46,000 square feet of existing structures at the District Operations Center and construct approximately 38,271 square feet of new facilities to support the existing Maintenance & Operations, Transportation, Warehouse, and Facilities department functions. The proposed buildings will be constructed along the south property line and parallel to the east property line in an L-shaped configuration. The new Maintenance and Operations department will include new offices, administration spaces, and shop and workspaces for technicians located on the northeast side of the project site. The new Warehouse department will include new offices, administration spaces, and the District print shop located on the east corner of the project site. The Warehouse department will also include a large open warehouse space for bulk product storage, and loading areas for distribution to other District sites. The Transportation department will include a new dispatch office and driver’s room, fleet vehicle and bus maintenance bays, and wash bay located on the south portion of the site. Support and common spaces will be provided for all departments, including a large meeting and training room, break room, and restrooms throughout the facilities. Site improvements will consist of new wet and dry utilities, asphalt and concrete site pavement, landscaping and irrigation, new solar photovoltaic (PV) structures, new fencing and gates, site lighting, and post-construction storm water pollution protection measures. The proposed project also includes two new retention basins on the north and south corners of the project site. The proposed project will include a new bus parking lot, a new staff parking lot, a new white fleet parking lot, and a new visitor parking lot. Electric vehicles (EV) charging spaces will be provided for bus, fleet, and employee vehicles. One driveway will be removed from Mission Avenue. Public access to the District Operations Center will continue to be provided by a driveway on Mission Avenue and staff, bus, and delivery access will be provided by a driveway on Bush Street.

Reasons for Exemption
The proposed removal and replacement of the existing buildings, facilities, and parking lots are exempt from CEQA under Class 2, Replacement or Reconstruction (Section 15302). The proposed new buildings will be located within the existing District Operations Center, on the same site as the buildings to be demolished/replaced. The new buildings will serve the same purpose, function, and capacity as the demolished/replaced buildings. The proposed new parking lots will replace the existing parking lots on-site. Additionally, the proposed project will not result in expansion of the existing project site boundaries. The existing utility systems on-site will be updated with negligible expansion of capacity. The proposed project is intended to serve the same staff population and functions as existing conditions. The District Operation Center’s capacity would not be affected. Since the new buildings and parking lots are located on the same site and have substantially the same purpose and capacity as the replaced ones, the project is exempt from CEQA under Section 15302. The proposed project will not alter or expand the existing uses on-site, alter the boundaries of the operation center, or increase staff capacity. No off-site improvements will occur. The proposed project was also reviewed for possible exceptions under Section 15300.2 and found that the exceptions do not apply.
