Document Description
The Oak Street Elementary School Renovation Project is proposed at the 193,926-square-foot campus of Oak Street Elementary School located at 633 South Oak Street (APN 4022-002-900) in Inglewood, Los Angeles County, California (Project Site). The Project Site is located within the western portion of the City and is bounded by Elm Avenue to the north; Oak Street to the east; Interstate-405 (I-405, San Diego Freeway) to the west; and Spruce Avenue (a cul-de-sac) to the south. The Project would remove five existing portable structures comprising 10 classrooms within the central portion of the school campus and replace them with three permanent one-story buildings comprising 10 classrooms. The new buildings would be 2,880 square feet, 4,320 square feet, and 5,720 square feet in size, each with a height of 11 feet, 5 inches. The Project is intended to modernize the campus to better accommodate current educational functions and would not increase student capacity or staffing needs. In addition, the Project would remove the existing athletic field within the western portion of the school campus to accommodate new outdoor play equipment and play areas, a 480-square-foot bathroom building, 43 new trees, and 5,820 square feet of landscaping. A new 21,600-square-foot athletic turf field with four pole-mounted lights would be constructed within the central portion of the campus where the existing portable classrooms would be removed. Of the three proposed classroom buildings, two would be located within the western portion of the campus and one would be located southeast of the new athletic field. The existing surface parking lot and structures within the eastern portion of the campus, including Buildings A, B, C, and a shade structure, would remain in place. Regular vehicle access would remain unchanged along Elm Avenue and Spruce Avenue, while two new access points for fire emergency vehicles would be provided within the western end of the campus along Elm Avenue and Spruce Avenue.

Reasons for Exemption
The Project meets the requirements of the Class 32 categorical exemption, as it meets the definition of infill development; would be consistent with the applicable General Plan designation and policies and would not conflict with zoning regulations; occurs within City limits on a project site of no more than 5 acres substantially surrounded by urban uses; would be located on a site that has no habitat for endangered, rare, or threatened species; would not result in any significant effects relating to traffic, noise, air quality, or water quality; and could be adequately served by all required utilities and public services. Further, none of the exceptions to the use of a categorical exemption apply to the Project. Finally, there are no features that distinguish the Project from others in the exempt class and thus there are no unusual circumstances. Therefore, the Project is categorically exempt from CEQA pursuant to Section 15332 of the State CEQA Guidelines—Class 32, In-Fill Development Projects.
