Document Description
The Project site consists of approximately 4.19 acres, which would be developed with a four-story, “U” shaped building consisting of 82 apartments for residents aged 62 and older with a mix of 1-bedroom plus den, 2-bedroom, and 2-bedroom plus den configurations, and eight memory care rooms. A subterranean garage would be located below the building and surface parking would be provided behind the new building. Amenities include a movie theatre, library, salon, card and game room, activities room, resident store, music room, and lobby. An indoor swimming pool in a 4,008-square foot one-story detached accessory building and a pickleball court is proposed to be located behind the main structure. Ancillary activities include frontage improvements, site access and circulation, utility connections, landscaping and lighting.

The Project is consistent with and implements the General Plan and qualifies for the Statutory Exemption contained in California Public Resources Code Section 21083.3 and CEQA Guidelines Section 15183. The Project is consistent with development intensities established by existing zoning, community plan, or general plan, for which an Environmental Impact Report (EIR) was certified. The project would not result in substantial changes nor does it involve new information that would warrant further environmental review. The project does not contain elements that are peculiar to the project or project site that would result in new or more severe environmental impact relative to the findings of the certified General Plan EIR. All applicable mitigating General Plan policies and mitigation measures identified in the General Plan and General Plan EIR are imposed as environmental conditions of approval. Therefore, no further additional environmental review is required.
