Document Description
The project will demolish the two existing office buildings and redevelop the site with two, three-story buildings totaling 293,996 square feet situated above a three-story podium. The buildings will be for office, research & development, and medical clinic uses with 10,376 square feet reserved on the ground floor for "creation space" (defined as "space for production, distribution, repair, businesses, art or crafting, clean manufacturing, construction industries, start-up spaces, or spaces for similar uses"). The podium will provide three levels of above-grade parking and an outdoor amenity area containing a fitness space, outdoor kitchen and dining area, seating, gaming table, and pollinator garden. The project will also include three privately owned and publicly accessible spaces that would include bike service areas, pedestrian paving, and seating. The project buildings will reach a maximum height of 85 feet and result in a floor area ratio of 1.35. The project approval includes a Special Development Permit, Site Master Plan Permit, and Development Agreement.

Reasons for Exemption
In accordance with PRC Section 21083.3 and CEQA Guidelines Section 15183, a streamlined review (compliance checklist) was prepared for the project to evaluate its consistency with the certified 2023 Moffett Park Specific Plan Environmental Impact Report (SCH# 2021080338). The compliance checklist determined that the project would not result in peculiar impacts to the project or the parcel on which the project would be located, a new significant impact that was not previously analyzed as a significant effect in the prior EIR, a significant off-site impact or cumulative impact that was not discussed in the prior EIR, or a more adverse impact than discussed in the prior EIR. Therefore, the project is exempt per PRC Section 21083.3 and CEQA Guidelines Section 15183.
