Document Description
The County of Riverside Transportation Department is proposing to resurface approximately 30,500 feet of various streets (listed below) in the Community of Mission Lakes. Augusta Avenue, Apawamis Road, Brae Burns Avenue, Brookline Avenue, Capiland Road, Clubhouse Boulevard, Congressional Road, De Vicenzo Court, Spyglass Avenue, Diegel Court, Troon Court, Doral Drive, Turnesa Court, Ekwanok Drive, Vardon Court, Jones Court, Warwick Drive, Kirkwood Court, Lema Court, Lido Court, Middlecoff Court, Picard Court, Pinehurst Circle, Sanderling Court, Siwanoy Drive These streets are two-lane roads ranging between 32 and 44 feet wide and are classified as Local Streets in the County of Riverside’s General Plan. One of the streets, Augusta Avenue includes portions that share jurisdiction with the City of Desert Hot Springs. The proposed work will consist of wedge planing edges of existing Asphalt Concrete (AC) pavement, performing a crack sealing treatment and paving in full with new Hot Mix Asphalt (HMA) Concrete. The project will include the following: • Reconstruction of cross gutters and spandrels • Reconstruction of curb and gutter • Reconstruction of Portland cement concrete (PCC) low water crossing • Reconstruction of under sidewalk drains • Adjustments to utility valves • Adjustments to utility manhole rings • Restriping of roadway, including pavement markers and reflectors • Salvage/removal of existing signs and installation of new signs

Reasons for Exemption
The proposed project will not require additional right of way nor temporary construction easements. The project will extend the life of the pavement of the treated roads, which is a benefit to the traveling public. The project consists of maintenance and repair of existing public roads. There is no expansion of use of the road as a result of the project. These proposed projects are subject to compliance with the Coachella Valley Multiple Species Habitat Conservation Plan (CVMSHCP) Area. In accordance with the CVMSHCP, necessary operation and maintenance along existing roadways are considered a covered activity outside conservation areas. Grading beyond the existing road pavement is limited to within the County right-of-way. Additionally, these projects are considered to be safety improvement projects under operation and maintenance, therefore they are covered activities under the CVMSHCP. Each of these projects will comply with the construction guidelines outlined in the CVMSHCP as well as Best Management Practices. A number of landscaped areas with mature trees, including palm trees exist in the proposed project area and both a nesting bird and bat survey will be conducted prior to any work being initiated. A preconstruction nesting bird survey will be conducted pursuant to the Migratory Bird Treaty Act of 1918 and California Fish and Game Codes Section 3500, 3503, 3503.5, 3513, and 3800. Concurrently with the nesting bird survey a biologist will survey palm trees for any sign of roosting bats. Known occupied burrowing owl habitat along the south side of the road (Mission Lakes Blvd) will be surveyed as well to ensure no impacts to burrowing owls occur as a result of the project activities. The Riverside County Transportation Department has found that the above-described project is exempt from the provisions of the California Environmental Quality Act (CEQA), based on the following: Section 15301 (c) – Existing Facilities –The project proposes to resurface approximately 30,500 feet of existing pavement surfaces on various roads in the Community of Mission Lakes. The project in its entirety is consistent with Section 15301(c) because it does not create additional automobile lanes and involves no expansion of use of the existing roadway and associated facilities.
