Reasons for Exemption
The proposed revisions would result in negligible to no expansion of use associated with the approved South Arkansas Creek Project, because total production from the facility would not change from what is allowed under the existing use permit. The existing use permit allows for daily maximum production of 2,400 tons sold per day (Condition 13b). No change to this limit is proposed. Therefore, total vehicle miles traveled (VMT) associated with the facility would not change.
