The project site consists of three parcels: Parcel 1 (APN: 261-0080-0015) is 0.56-acres in size, Parcel 2 (APN: 261-0080-0015) is 0.46-acres in size, and both are zoned Residential Density 2 Acres (RD-2) within the Arcade Creek Natural Stream Combining Zone (NS). Parcel 3 (APN: 249-0390-019) is 3.87-acres in size and is within the Madison-Kenneth Special Planning Area (SPA) with an Open Space (0) subzone and is also within the Arcade Creek Natural Stream Combining Zone (NS). The applicant is seeking to increase the size of Parcels 1 and 2 by expanding 0.021-acres and 0.048-acres, respectively, into Parcel 3. The boundary line adjustment would change the parcel lines, but not the zoning; therefore, Parcel 1 would be comprised of 0.56-acre portion zoned RD-2 (NS) and a 0.021-acre portion zoned SPA (O)(NS). Parcel 2 will be comprised of a 0.46-acre portion zoned RD-2 (NS) and a 0.048-acre portion zoned SPA (O)(NS). Thus, creating two split-zoned properties.

The project consists of a minor lot line adjustment between three parcels and has an average slope of less than 20%. The proposed project would not result in additional development on site as the additional space would be used as rear yard area for the existing residential homes. Therefore, the project is exempt from the provisions of CEQA.
