Document Description
The proposed project consists of the following entitlements:
1. A Tentative Parcel Map to create a 12-acre homesite parcel with 88-acre remainder parcel, located approximately 2,700 feet southeast of the Leary Rd and SR 160 intersection, in the Delta community.
2. A Special Development Permit to allow the proposed project to deviate from the following development standards:
• Lot Area (Section 5.3.1.A, Table 5.4): Required Lot Area for lots zoned AG-80 is a minimum of 80 acres. As proposed, the newly created lot will be approximately 12 acres in size.
• Lot Width (Section 5.3.1.A, Table 5.4): Required Lot Width for lots zoned AG-80 is 1,000 feet. As proposed, the newly created lot will have a lot width of approximately 665 feet.
3. A Design Review to determine substantial compliance with the Sacramento County Countywide Design Guidelines (Design Guidelines).
The property owner proposes to separate the existing single-family residence and improvements (proposed Parcel 1) from the active vineyard (Remainder Parcel). The Remainder Parcel will continue to be used for agricultural purposes, consistent with the active Williamson Act contract (72-AP-112). The owner will convey development rights to Sacramento County for the Remainder Parcel (88-acres), to prohibit future development on the remainder.

Reasons for Exemption
The project site is one 100-acre property consisting of an existing single-family residence and active agricultural activities. Approval of the proposed Project will allow for the existing single-family residence to be on a separate 12-acre lot (proposed Parcel 1) and the resulting 88-acre lot (reminder) will remain in agricultural production. Approval of the Project would clearly not have the potential to have a significant effect on the environment since there is no proposed development- the residence and agricultural activities are existing and development rights will be conveyed to the County to prohibit future development on the larger agricultural parcel. Therefore, the Project is exempt from the provisions of CEQA.
