Document Description
The Sanitary Sewer Master Plan is a comprehensive strategic framework designed to guide the sustainable development and management of the City of Visalia’s sanitary sewer collection system, located throughout the City’s General Plan Area. Its primary objective is to ensure the sewer collection system has adequate capacity to support the community growth as planned for in the Visalia 2030 General Plan. The Sanitary Sewer Master Plan assesses existing infrastructure and identifies necessary upgrades and expansions based on development anticipated pursuant to the General Plan and which was previously reviewed, considered, and subject to the Visalia 2030 General Plan EIR. By focusing on long-term planning and resource management, the Sanitary Sewer Master Plan aims to maintain high standards of environmental protection, public health, and operational reliability while accommodating the increased wastewater flow and community growth anticipated in the General Plan. The Sanitary Sewer Master Plan is for the purpose of planning potential projects that might be needed to accommodate the development called for under the General Plan. Prior to the authorization for construction of any project described in Sanitary Sewer Master Plan, each project will be separately reviewed to determine if there are specific significant effects which are peculiar to the project or its site.

Reasons for Exemption
Adoption of a master plan is consistent with the General Plan because it will serve the wastewater infrastructure needs for growth as identified in the Visalia 2030 General Plan. An environmental impact report (EIR) has been certified (i.e., City of Visalia General Plan General Plan Program EIR certified by Resolution No. 2014-37, adopted on October 14, 2014); therefore, the project is ministerially exempt under the findings of State CEQA Guidelines Section 15183.
