Adoption of the proposed ordinance is exempt from review under the California Environmental Quality Act (“CEQA”) (California Public Resources Code § 21000 et seq.), pursuant to State CEQA Guidelines (14 Cal. Code Regs.) Section 15378(b)(5), which applies to organizational or administrative activities of governments that will not result in direct or indirect physical changes in the environment; Sections 15301, 15302, and 15308, which apply to existing facilities, the replacement or reconstruction of existing structures and facilities, and actions taken by regulatory agencies to protect the environment. None of the exceptions to the categorical exemptions stated in State CEQA Guidelines Section 15300.2 apply.
