Document Description
The Port of Long Beach (City of Long Beach Harbor Department), acting by and through its Board of Harbor Commissioners, approved issuance of Level II Harbor Development Permit 25-061 for the City of Long Beach Economic Development and Opportunity Department to develop an amphitheater event venue to host a variety of events including, but not limited to, live entertainment, performances, and community events. The proposed project would be located on an existing parking lot in the Queen Mary leasehold on Pier H within the Long Beach Harbor District. The event venue would accommodate up to 12,000 attendees in total capacity. The facilities would include a main performance stage, seating, concessions, restrooms, lounges, and administrative offices. Construction of a Southern California Edison substation would be required to support proposed operations. The proposed project would also include site clearance/grading and preparation activities, and potential minor modifications to existing underground utilities.

Reasons for Exemption
A CEQA Compliance Checklist was prepared for the proposed project, which found that the proposed project is consistent with the development density established by the City of Long Beach General Plan Land Use and Urban Design Elements for which an Environmental Impact Report (EIR) (i.e., the City of Long Beach General Plan Land Use and Urban Design Elements Program EIR [General Plan EIR], State Clearinghouse No 2015051054) was certified. Consistent with CEQA Guidelines Section 15183(b), there are no project specific effects which are peculiar to the proposed project or its site. There are no project specific impacts which the General Plan EIR failed to analyze as significant effects. Further, there are no potentially significant off-site and/or cumulative impacts which the General Plan EIR failed to evaluate. Furthermore, there is no substantial new information which results in more severe impacts than discussed in the General Plan EIR. The potential significant environmental impacts associated with the construction of the proposed project would be reduced to less-than-significant with the implementation of a mitigation measure to reduce the potential for noise impacts during construction activities. In addition, an air quality compliance measure ensures the proposed project complies with South Coast Air Quality Management District rules and incorporates best management practices to reduce air pollutants associated with construction activities. As a condition of approval, prior to construction activities, a survey of potential bird nests would be required during the nesting season. Therefore, pursuant to CEQA Guidelines Section 15183, the proposed project is exempt from further environmental review.
