Reasons for Exemption
A project involving only feasibility or planning studies for future actions which the agency, board or commissions has not approved, adopted, or funded does not require the preparation of an EIR or Negative Declaration but does require consideration of environmental factors. The project involves feasibility and planning studies to support future design and development of the proposed Pier Wind Terminal Project at the Port of Long Beach. The grant agreement will also fund stakeholder engagement and planning, advanced engineering and design studies for mitigation planning. Therefore, the project is exempt from CEQA; no further environmental review is required.

Reasons for Exemption
The Class 6 exemption consists of basic data collection, research, experimental management, and resource evaluation activities which do not result in a serious or major disturbance to an environmental resource. The project would involve engineering design, preparation of cost estimates and a funding/financing plan; preparation of an environmental impact report for future consideration by the Board of Harbor Commissioners; development of studies to identify potential emissions reductions/zero emission strategies; evaluate seaport readiness and floating foundation supply chain; and implementation of a public outreach and engagement strategy to inform and collaborate with the community/public, tribal organizations, and industry stakeholders. None of the exceptions to the exemptions in the State CEQA Guidelines Section 15300.2 foreclose the use of the Section 15306 (Class 6) categorical exemption. Therefore, the project is exempt from CEQA and no further environmental review is required.
