Document Description
The San Bernardino County Department of Public Works (DPW) proposes the full-depth reconstruction and widening of approximately 1.25 miles of San Bernardino Avenue, extending from Cherry Avenue east to Fontana Avenue in the City of Fontana. The roadway will be reconstructed to an 80-foot curb separation, with a maximum excavation depth of 1.35 feet for the road surface and approximately 4 feet for drainage structures. Improvements include pulverizing asphalt and cold planing, installing ADA-compliant concrete ramps and driveway approaches, placing asphalt concrete driveways and asphalt dike, and constructing concrete curb, gutter, sidewalks, spandrels, and cross gutters at multiple locations. The project also includes relocation of fencing and block walls, as well as traffic signal relocations at Cherry Avenue, Redwood Avenue, Live Oak Avenue. Hemlock Avenue. and Fontana Avenue. Drainage facilities will be reconstructed east of Cherry Avenue, east of Live Oak Avenue, and west of Fontana Avenue. Additional work consists of constructing three concrete bus stop pads, removing approximately 35 mature trees and stumps, and demolishing three residential structures and one storage building to accommodate easement acquisitions.

Section 15301 (cl {Existing Facilities}) as it involves reconstruction and minor alteration of an existing roadway, sidewalks, and curbs. gutters, drainage facilities, and utilities within the current right-of-way with no increase in capacity. It is also exempt under Section 15302 (Replacement or Reconstruction, as the project includes demolition and replacement of roadway pavement, sidewalks, and drainage facilities in the same location serving the same purpose and capacity as existing facilities. In addition the project qualifies under Section 15303 (New Construction of Small Structures) for the construction of ADA ramps, sidewalk extensions, and bus stop pads, which are minor in scale and accessory to the overall roadway improvements. The project is located in a fully developed urban corridor and will not result in significant impacts to biological or cultural resources.
