Document Description
The proposed action is to approve the use of the administrative building’s lobby of Gillespie Field Airport and the aircraft parking area, as well as other parts of the airport as guided by airport staff, to sublessee Sling Pilot Academy (master lessee So Cal Leasing). This use permit is for an educational event for up to 120 guests of the Blossom Valley Elementary School for the 5th grade field trip. The permit approval is restricted to activities associated with the event, including setup and cleanup.

Reasons for Exemption
Section 15301 of the State CEQA Guidelines exempts the “operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features involving negligible or no expansion of existing or former use.” The key consideration in applying this exemption is whether the proposed action involves expansion of an existing or former use. The proposed action consists of approval to use existing airport premises for a special event, utilizing existing airport facilities. Issuance of the permit identified above will not result in an expansion of uses of existing facilities. Accordingly, the proposed action is exempt from CEQA review pursuant to Section 15301 of CEQA Guidelines.
