Document Description
The California Department of Fish and Wildlife has executed Lake and Streambed Alteration Agreement EPIMS Notification No. EPIMS-RIV-54068-R6, pursuant to Section 1602 of the Fish and Game Code to Riverside County – Flood Control District and Water Conservation District or as represented by Gerardo Aguirre. The Project will include recurring trimming and clearing of riparian vegetation along or above a 15-foot-wide concrete access road, used to access the Village West Storm Drain outlet. The riparian vegetation, which includes black willow (Salix nigra) and mulefat (Baccharis salicifolia), is rooted in accumulated sediment on top of riprap adjacent to the access road. Equipment that will be used includes both non-motorized hand tools and mechanical vegetation cutters. Additionally, a rubber tracked skid steer will be utilized for the removal of trash, mud, and debris located on the 15-foot-wide concrete access road. All cut material, mud, trash, and debris will be placed into a dump truck to be disposed of off-site.

The "Class 1" (existing facilities) exemption allows for the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. The Project involves the maintenance of an existing, publicly owned flood control facility. Maintenance work and improvements are limited to trimming back overgrown vegetation that is restricting human and vehicular access to an existing access road and would not result in an expansion of use.
