Document Description
The proposed project will operate a volatile manufacturing license out of an existing facility located at 1230 Harter Ave., Woodland, CA 95576 (APN 27-420-030). The building is 42,000 sq ft on 3.66 acres. The parcel is flat and hosts multiple ornamental trees and provides a parking lot. The warehouse was constructed in 1979 and south-east of HWY 5. The building provides roll-up doors, flat roof and storage area in parking lot for shipping containers. Activities include volatile manufacturing with butane and propane with post-processing extraction with hexane, heptane, ethanol and pentane, isopropyl alcohol. The project’s non-volatile extraction activities include mechanical, water, food grade oil, food grade glycerin, food grade dry ice and ethanol. Additional non-volatile manufacturing activities include packing and labeling and infusion.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is a Class 1 Categorical Exemption Project. Class 1 Categorical Exemptions consist of the operation, repair, maintenance, permitting, leasing, licensing, or minor alterations to existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of use beyond that existing at the time of the lead agency’s determination. The Project involves the use of an existing building with no proposal for building expansion. The design, location, size, and operating characteristics of the Project are compatible with the existing and future land uses within the vicinity as it is zoned light industrial zoned. None of the exceptions to the exemption defined in Section 15300.2 apply to the Project.
