The project is consistent with the development density established for the site under the City of Redding Zoning Code and General Plan, for which an EIR was certified on March 26, 2024. The project does not result in any effects that are peculiar to the site or project, and does not introduce significant impacts beyond those previously analyzed in the General Plan EIR. No new or more severe off-site or cumulative impacts have been identified, and no substantial new information has emerged. The project will implement applicable mitigation measures from the General Plan EIR, along with relevant regulatory requirements, General Plan policies, and Standard Conditions of Approval for Subdivision Maps. Therefore, the project is exempt from further environmental review under CEQA Guidelines Section 15183.
