On December 2, 2025, the Placentia City Council approved the project and found that adoption of Resolution No. R-2025-73 is exempt from environmental review and directed Staff to file a Notice of Exemption, pursuant to CEQA Section 15332 of the CEQA Guidelines, Section 21065 of the Public Resources Code, and the City of Placentia Local Guidelines for implementing CEQA. The City Council found that the proposed project - 1470 S. Placentia Avenue City Entry/Display Sign (Billboard), meets all criteria for a Class 32 Categorical Exemption pursuant to Section 15332 of the State CEQA Guidelines and no exemptions are applicable.
