Document Description
Double Springs Energy Storage LLC (Applicant) proposes to construct the Double Springs Energy Storage Project (Project), a utility-scale battery energy storage system (BESS). The proposed Project would consist of lithium-ion batteries installed within modular outdoor enclosures, inverters, medium-voltage transformers, switchgear, a collector substation, and other associated equipment to interconnect the proposed Project at Pacific Gas & Electric (PG&E) Valley Springs Substation (point of interconnection). Within the enclosures, the batteries would be arranged on battery storage racks with relay and communications systems for automated remote monitoring and managing of the batteries to optimize design performance. A battery management system would be provided to control the charging/discharging of the batteries, along with temperature monitoring and control of the individual battery cell temperature with an integrated cooling system. Power inverters to convert between alternating current (AC) and direct current (DC), along with transformers to step up the voltage, would be included as part of the proposed Project. Associated improvements in the PG&E Valley Springs Substation, Tiger Creek Powerhouse, Electra Powerhouse, and Bellotta Substation are analyzed as part of the proposed Project.
