Document Description
Santa Clara Valley Water District (Santa Clara) is a State Water Project (SWP) contractor and a Central Valley Project (CVP) contractor. Santa Clara typically receives its SWP water supplies from DWR through the South Bay Aqueduct and receives its CVP water from Reclamation from Turnout 59 in San Luis Reservoir and subsequently through the CVP’s San Felipe Division facilities.
SWP Agreement #25013 provides for the delivery of a portion of Santa Clara’s SWP water supplies to an additional delivery point—specifically Turnout 59 at San Luis Reservoir—for subsequent conveyance to Santa Clara by Reclamation via CVP’s San Felipe Division facilities through December 31, 2029. This agreement aims to enhance operational flexibility during periods when the South Bay Aqueduct is unavailable or operating at reduced capacity.
SWP Agreement #25014 similarly seeks to improve delivery flexibility but focuses specifically on the delivery of Santa Clara’s previously banked SWP water stored in Semitropic Water Storage District’s groundwater banking program under SWPAO Agreements #06011 and #10012, which only provide for the recovery of banked water via the South Bay Aqueduct. SWP #25014 provides for additional delivery mechanisms to allow Santa Clara’s banked water under SWPAO #06011 and #10012 to be delivered into 1) San Luis Reservoir for temporary storage and future recovery through the CVP’s San Felipe Division facilities, and/or 2) San Luis Reservoir for temporary storage and future delivery into Santa Clara’s service area through the South Bay Aqueduct, through December 31, 2029.
