Document Description
The project consists of the legalization and continued use and maintenance of an existing 1,930 square-foot, 28-foot-tall modular classroom structure in conjunction with a 30,102 square-foot education and youth services institution (Boys and Girls Club of the Los Angeles Harbor). The existing 1,930 square-foot modular classroom was constructed on the surface parking area containing 12 vehicle parking spaces. The existing modular structure houses their College Bound program providing free college pathway suppo?? and resources to economically disadvantaged youth. The applicant requests a Zone Variance to allow O on-site parking spaces in heu of the 53 on-site spaces otherwise required. The applicant previously received a Zone Variance pursuant to Case No. ZA-1998-194- ZV to allow 3 on-site vehicle parking spaces in lieu of the otherwise required 52 vehicle parking spaces.

The City of Los Angeles has determined based on the whole of the administrative record, that substantial evidence supports t??at the Project is exempt from CEQA pursuant to CEQA Guidelines Section 15301, Class 1 (Existing Facilities), and none of the exceptr??ns to the categorical exemption pursuant to CEQA Guidelines Section 15300.2 applies to the proposed project. The proposed project will not r??sult in significant cumulative impacts from successive project of the same type in the same place. The project doe?? not inv??lve unu??ual circumstances. The proposed project will not damage scenic resources in a state scenic highway. The project site 1s not a 11st compiled pursuant to Government Code Section 65962.5 related to hazardous waste sites. The project will not cause a substantial adverse change in the significance of a historical resource. The project was found to be exempt based on the following: Section 15301, Class 1 - (Existing Facilities) consists of the operation, repair, maintenance, permitting, leasing, licensing,_ or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use.
