Reasons for Exemption
The City council finds that the administration, operation, maintenance, and improvements of the City's water, sewer, and solid waste systems, which are to be funded by the Charges, and set forth herein, are necessary to maintain service within the City's existing water, sewer, and solid waste service areas as described herein. The City Council further finds that the administration, operation, maintenance and improvements of the City's water, sewer, and solid waste systems, to be funded QY the Charges, will not expand the City's water, sewer and solid waste systems. The City Council further finds that the adoption of the Charges is necessary and reasonable to Fund the administration, operation, maintenance and improvements of the City's water, sewer, and solid waste systems.
