Document Description
The Inland Empire Utilities Agency proposes to rehabilitate ten rectangular primary clarifiers at the IEUA Regional Water Recycling Plant No. 1 through improvements to the primary clarifiers sludge collection systems, scum collection systems, internal concrete surfaces, covers, fall protection, and scum pumping system. The project will involve receiving new equipment at the Plant No. 1, removing the existing equipment and installing the new equipment within the same general location at Plant No. 1. No new buildings are anticipated. The capacity and function of the facility would not change.

Reasons for Exemption
The State CEQA Guidelines provide a series of categorical exemptions for projects that have been deemed to have minimal impacts on the environment. The proposed upgrades to the mechanical and electrical equipment including replacement of pumps and scum well, concrete repair, installation of chain and flights, replacement of covers and installation of fall protection have been determined to have no potential to cause significant adverse effects on the environment and will ensure that the primary clarifiers can continue to operate in an efficient and safe manner. Categorical Exemption Class 2 exempts “the replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced, including but not limited to…c) replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity”. The exceptions to the issuance of categorical exemptions have been evaluated for the proposed project locations to further substantiate the use of Categorical Exemption, Class 2 Replacement or Reconstruction (15302(c)) for this project. The proposed equipment upgrades have been determined not to have the potential to cause significant adverse environmental effects as a result of any construction or operational activities. Therefore, this proposed project is not forecast to cause any potential for significant adverse environmental impacts and qualifies for a Class 2 Exemption.
