Document Description
The Inland Empire Utilities Agency proposes to replace a 1-inch sodium hypochlorite dosing carrier pipe within a 4-inch containment pipe composed of CPVC. The pipe was used to dose sodium hypochlorite at the filtration structure but is currently inoperable due to damage. The project will involve the construction of two 4-inch HDPE containment lines and 1-inch PTFE tubing, demolition of existing lines, and replacement of pavement, sidewalk, curbs and gutters within the Carbon Canyon Water Recycling Facility. No new buildings are anticipated. The capacity and function of the facility would not change.

Reasons for Exemption
The State CEQA Guidelines provide a series of categorical exemptions for projects that have been deemed to have minimal impacts on the environment. The proposed replacement of the bleach line has been determined to have no potential to cause significant adverse effects on the environment and will ensure that the water recycling facility can continue to operate in an efficient and safe manner. Categorical Exemption Class 2 exempts “the replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced, including but not limited to…c) replacement or reconstruction of existing utility systems and/or facilities involving negligible or no expansion of capacity”. The exceptions to the issuance of categorical exemptions have been evaluated for the proposed project locations to further substantiate the use of Categorical Exemption, Class 2 Replacement or Reconstruction (15302(c)) for this project. The proposed bleach line replacement has been determined not to have the potential to cause significant adverse environmental effects as a result of any construction or operational activities. Therefore, this proposed project is not forecast to cause any potential for significant adverse environmental impacts and qualifies for a Class 2 Exemption.
