Document Description
The proposed project consists of replacement of an existing 2,500KVA electrical transformer with a 3000KVA transformer to service primary metering for distribution and the addition of a 3000KVA transformer to serve the HVAC upgrade for Building 282. The project involves demolition of an idle cooling tower to provide space for the new transformer and installation of an equipment pad for the new equipment as well as connections for the new equipment.

Reasons for Exemption
The project consists of minor upgrades/improvements at an existing building/facility and involves negligible or no expansion of the existing building use. Several buildings on the Napa State Hospital campus have been determined to individually meet National Register eligibility. Review of the project plans by a Preservation Architect determined that none of the work being proposed would occur in the historic district and the work that is occurring is compatible with typical work at a state-owned facility. Project ground disturbance will occur within previously disturbed areas and it is limited in scope. The project will not have a significant effect on resources in the area. The State has confirmed no exceptions to the exemption apply.
